Since Update 2000 , three relevant studies of cognitive and neuropsychiatric effects have been published: an update of the AFHS , an occupational study in Czechoslovakia , and a study of Alzeimer’s disease after environmental exposure to herbicides and insecticides .

Gauthier et al. found that long-term exposure to herbicides and insecticides was not significantly related to the development of Alzheimer’s disease . Sixty-seven cases diagnosed with NINCDS-ADRDA criteria of probable and possible AD were matched for age and sex with nondemented controls. Exposure data on each municipality were examined to establish the area sprayed with herbicides and insecticides in 1971, 1976, 1981, 1986, and 1991. The results were combined with the subjects’ residential histories to establish potential environmental pesticide exposure. Logistic regression with adjustment for confounders found that long-term exposure to herbicides and insecticides did not have a significant effect on the development of AD. Occupational exposure to neurotoxic substances, including pesticides, was also not significantly related to AD.

Is There a Link Between Agent Orange &  Parkinsons Disease?

The Department of Veterans Affairs will soon start processing claims for three new presumptive illnesses linked to exposure to herbicides in Vietnam and elsewhere. It also plans to automatically review all previous claims and denials for the conditions, VA officials said Thursday.

According to VA Secretary Denis McDonough, the department in coming weeks will issue a policy to implement a law that added bladder cancer, hypothyroidism and Parkinsonism — or Parkinson’s-like symptoms — to the list of conditions considered linked to Agent Orange exposure.

Veterans with a listed condition have an expedited process for receiving health care and benefits from the VA.

The National Defense Authorization Act, approved Jan. 1, added the three conditions to the list of diseases associated with exposure to Agent Orange and other defoliants used during the Vietnam War.

Veterans whose claims are approved may receive an earlier date for entitlement to benefits — a decision that could result in more compensation.

“Many of our Nation’s Veterans have waited a long time for these benefits,” said McDonough. “VA will not make them wait any longer. This is absolutely the right thing to do for Veterans and their families.”

The department plans to automatically review previously denied claims and will notify those veterans or their survivors via mail.

Opposition From Va Leadership Delayed Additions

WASHINGTON Having three new illnesses added to the list of conditions presumed related to Agent Orange exposure was a hard-fought battle by veterans advocates, who faced opposition and delays from VA leadership and federal budget managers.

The inclusion of bladder disease, hypothyroidism and Parkinsons-like symptoms was part of the $740 billion 2021 National Defense Authorization Act. Those bring the number of Agent Orange presumptive conditions to 17, though that total could grow in the near future.

The same month as these three conditions were added, a new study was released that links Agent Orange exposure to yet another illness being faced by Vietnam-era veteransdementia.

For years, evidence has been presented, demonstrating a link between exposure to the toxic defoliant and bladder disease, hypothyroidism and Parkinsons-like symptoms. A 2014 report from the National Academies of Science, Engineering and Medicine on the effects of Agent Orange found limited or suggestive evidence of an association with hypothyroidism and bladder cancer, and broadened the definition of Parkinsons disease, which was already recognized as a presumed condition, to include Parkinsons-like symptoms or Parkinsonism. In 2019, NASEM upgraded hypothyroidism and bladder cancer to sufficient evidence of an association.

In 2016, the Institute of Medicine published its 10th edition of Veterans and Agent Orange: Update 2014 regarding the health effects related to Agent Orange exposure. This update included some clarification about Parkinsons disease and how it is diagnosed that may be beneficial for veterans pursuing VA disability compensation. Specifically, the report noted that Parkinsons disease is diagnosed by exclusion . Doctors will diagnose the condition by taking into account all of the veterans symptoms and then ruling out other possible conditions that could be causing them. When all other possible conditions are effectively eliminated, the doctors will then formally diagnose Parkinsons disease.

After releasing Veterans and Agent Orange: Update 2014, the IOM urged VA to act on its recommendations and extend the presumption of service connection to Parkinsons-like symptoms, as well as bladder cancer, hypothyroidism, and hypertension. However, VA has continued to prolong this process.

The newly passed 2021 Defense Authorization Act has recognized three more illnesses stemming from exposure to Agent Orange during service.

Baker is one of the more than 34,000 Veterans who will now be eligible for benefits for Parkinsonism, Bladder Cancer, or Hypothyroidismconditions now acknowledged as service-connected presumptive conditions.

I have tremors. My balance is off, I trip and fall, Im unsteady. And now, my memory. I have certain words I cant come out with, Baker said.

Baker suffers from ParksonsismParkinsons-like symptoms without the diagnosis of the disease. Parkinsons Disease was already acknowledged as one of the 14 diseases associated with Agent Orange exposure however, that still left Baker without benefits for his Parksons-like symptoms.

Baker made his claim for his Parkinsonism on New Years Day after the defense bill passed. He said, its progress, but its come a bit late for many Vietnam Veterans in need.

Baker agrees that Veterans, especially from the Vietnam War, dont like asking for help.

Blue Water Navy Vietnam Veteran Act

As of January 1, 2020, a new law titled the Blue Water Navy Vietnam Veteran Act of 2019 allows Blue Water Navy Veterans to apply for Agent Orange exposure claims. Blue Water Navy Veterans are those who served offshore on a Blue Water Navy vessel or another U.S. Navy or Coast Guard vessel off the Republic of Vietnam between January 9, 1962, and May 7, 1975.

Presumptive Service Connection For Parkinsons:

The VA may presume your PD is connected to your military service. Veterans who develop Parkinsons disease and were exposed to Agent Orange or other herbicides or contaminants during military service do not have to prove a connection between their disease and service to be eligible to receive VA disability compensation. UPDATE: As of January 2020, the VA extended the presumption of Agent Orange exposure and other toxic herbicides to Blue Water Navy Vietnam Veterans, and to veterans who served in or near the Korean DMZ . H.R.299 Blue Water Navy Vietnam Veterans Act of 2019.

Veterans with Parkinsons disease who served in the following locations and specified times need not prove they were exposed to VA-recognized toxins to get disability compensation:

  • Exposure to Agent Orange in Vietnam: Veterans who set foot in Vietnam, and veterans serving aboard ships operating on the close coastal waters and inland waterways of Vietnam, and as of January 2020, Blue Water Veterans for any duration between January 9, 1962 May 7, 1975, or
  • Exposure to Agent Orange in or near the Korean Demilitarized Zone for any duration between April 1, 1968 August 31, 1971, or
  • Exposure to Contaminated Water, Marine Base Camp Lejeune, NC for at least 30 days between August 1953 December 1987 .

    Atypical Parkinsonian disorders are progressive diseases that present with some of the signs and symptoms of Parkinsons disease, but that generally do not respond well to drug treatment with levodopa. They are associated with abnormal protein buildup within brain cells.
